Heavy Shields in Black Sun Campaign

I was wondering if someone can tell me if you are supposed to have Heavy Shields available to you in Black Sun UEF campaign.
I have already played this campaign without them once before - but i was reading through some walk throughs to see how others did it - and they all went on about making sure your heavy sheilds were built. I dont have the heavy shield options in my Tech 3 build list. Is this by design - or is there something wrong with my Supreme Commander or am i just missing something really obvious here?
I am playing the campaign again and am kinda reluctant to do the final one if the game is not providing all the tech it is supposed to. Got wiped out so many times last time and dont really want to do that again if its because of a bug.
Any suggestions on this - or is the heavy shield tech not supposed to be available in black sun?
Cheers :)|||Roddles|||All units are unlocked by the final mission... so yes. (you also get the t3 shield by the 5th mission as well, if not the 4th, so im confused as to why you cant find it).
You can either directly build T3 shields from T3 engineers or an upgraded ACU or you can upgrade your T2 shields to T3.
Edit: Ninja'd |||Yes - thats what I thought as well - I had the heavy shields in the previous mission - but they are not available in the Tech 3 engineers list of structures to build which puts me at somewhat of a disadvantage.
I am running 1.1.3280 - Is this the latest patched version or is there another patch that I should download and install?
Does anyone have any ideas what might be causing this?

Prince|||They are unlocked after you complete certain objectives; I think it's the one where you have to destroy the Aeon naval base. Before you do so, you can only have T2 shields.|||X-Cubed|||Hi Guys
